Yes, its the same four-step method that is outlined on page 2 of the Kinetics lecture notes.
On simpler problems, following the four-step method might be seen as a bit of an overkill, particularly when the kinematics are simple (such as the lecture problem today). However, we quickly get into more complicated problems where kinematics becomes a major part of the solution process. I strongly recommend using it all the time so that when we get into the harder problems the process will have become very natural for you to use.
